Abstract : Perpustakaan Tuanku Bainun
Kajian lepas menunjukkan isu ketidakpadanan penawaran program pengajian di politeknik dengan permintaan pihak berkepentingan menyebabkan program pengajian dianggap tidak relevan dengan keperluan industri semasa. Oleh itu, tujuan kajian ini adalah untuk membangunkan kerangka baharu keperluan perancangan penawaran program pengajian di politeknik. Teori Pihak Berkepentingan dan Model Elemen Organisasi telah digunakan untuk mengukur dimensi perancangan. Kajian ini menggunakan pendekatan reka bentuk dan pembangunan (DDR) oleh Richey dan Klein yang melibatkan tiga fasa – penilaian keperluan, reka bentuk dan pembangunan serta penilaian. Sampel kajian terdiri daripada 20 pakar bidang dan 30 pentadbir politeknik. Instrumen kajian terdiri daripada protokol temu bual dan soal selidik. Kesahan konstruk soal selidik telah disahkan oleh 5 orang pakar dan indeks kebolehpercayaan soal selidik berdasarkan Alfa Cronbach adalah 0.97. Dalam fasa pertama, pakar bersetuju bahawa kerangka baharu perancangan penawaran program pengajian diperlukan. Data daripada fasa kedua pula menunjukkan tiga dimensi utama perancangan iaitu keperluan input, keperluan proses, dan keperluan permintaan perlu dipertimbangkan oleh pihak pentadbir politeknik. Novelti kajian boleh dilihat daripada elemen baharu yang didapati berdasarkan dimensi permintaan iaitu laluan fleksibel, keunikan program pengajian, kurikulum yang komprehensif serta selari dengan trend permintaan pasaran pekerjaan semasa dengan jangkaan pekerjaan masa hadapan. Fasa terakhir iaitu fasa penilaian mendapati satu kerangka baharu yang mengintegrasikan tiga dimensi perancangan telah dipersetujui oleh 30 pentadbir politeknik yang terlibat dalam kajian ini. Kesimpulannya, dapatan utama kajian menunjukkan satu kerangka baharu perancangan program politeknik telah dapat dibangunkan berdasarkan data empirikal kajian. Implikasi kajian adalah kerangka ini dapat diaplikasikan dalam sistem politeknik di Malaysia yang dijangka akan dapat membantu pihak pentadbir politeknik dalam merancang dan menawarkan program pengajian yang relevan serta memenuhi keperluan pihak berkepentingan dalam ekosistem TVET.
