Penilaian program latihan yang dijalankan oleh organisasi terhadap kakitangan adalah amat penting dalam menentukan sejauh mana sesuatu latihan itu mampu meningkatkan kemahiran pekerja. Penilaian ini juga dapat memastikan hasil pulangan daripada pelaburan organisasi terhadap sistem latihan adalah berkadar langsung. Oleh itu, kajian ini dijalankan untuk mengkaji peranan objektif penilaian program latihan yang terdiri daripada isi kandungan program latihan, input program latihan dan hasilan program latihan terhadap keberkesanan program latihan. Rekabentuk kajian ini adalah kuantitatif berdasarkan kepada kaedah tinjauan. Sebanyak 288 responden yang terdiri daripada staf perpustakaan di Perpustakaan Tun Abdul Razak (PTAR), di Shah Alam dan PTAR yang berada disetiap negeri di Malaysia. Analisis data dilakukan dengan menggunakan teknik analisa multivariate Permodelan Persamaan Struktur (Structural Equation Modeling – SEM) dan nilai kekuatan model adalah kuat iaitu nilai Standardized Root Mean Square Residual adalah 0.051 Hasil kajian mendapati bahawa terdapat hubungan yang signifikan antara objektif penilaian program latihan dalam ketiga-tiga dimensi iaitu isi kandungan program, input dan hasil latihan terhadap keberkesanan program latihan. Kajian ini akan dapat digunakan oleh bahagian pengurusan sumber manusia dalam melaksanakan penilaian program latihan sebagai salah satu keberkesanan dalam merancang program latihan.
