Abstract : Universiti Pendidikan Sultan Idris
Kajian ini memfokuskan pertimbangan moral dalam urusan pinjaman wang antara peniaga kecil dengan bank plecit di Pasar Tradisional Purwokerto, Kabupaten Banyumas, Jawa Tengah. Kajian ini mengupas pertimbangan moral dari aspek kognitif, emosi, dan tindakan moral dalam urusan peminjaman wang tersebut. Metodologi kualitatif melalui kaedah temu bual separa berstruktur dan bersemuka digunakan untuk pengumpulan data. Pengkaji kajian terdiri daripada 9 orang peniaga kecil di pasar tradisional dan 7 orang pemilik bank plecit. Dapatan kajian menunjukkan bank plecit menjadi pilihan peniaga kecil dalam urusan pemberian pinjaman wang kerana diri sendiri terpaksa meminjam atas keperluan mendesak untuk menambah modal perniagaan di pasaran. Ini juga berikutan kesukaran peniaga kecil untuk mendapatkan pinjaman daripada bank rasmi kerana kurangnya pengetahuan tentang prosedur pinjaman bank rasmi dan syarat yang rumit terutama berkaitan jaminan. Oleh itu, aspek kognitif yang diambil kira semasa membuat pertimbangan moral dalam urusan peminjaman wang daripada bank plecit ialah mengaitkan faktor budaya yang sedia wujud dalam masyarakat kelas bawahan di Indonesia. Bagi bank plecit, keuntungan adalah faktor utama yang mendorong keinginan untuk meminjamkan wang. Dari aspek emosi moral, pinjaman wang antara peniaga kecil dengan bank plecit berlaku kerana perasaan empati akibat wujudnya kehendak perniagaan yang saling memerlukan iaitu ingin membantu oleh bank plecit dan ingin meneruskan perniagaan oleh peniaga kecil. Pemilik bank plecit juga melahirkan rasa malu dan bersalah mengenakan bunga yang tinggi, namun kepentingan keuntungan diutamakan. Seterusnya, dapatan pertimbangan moral dari segi kognitif dan emosi telah membawa kepada tindakan moral yang diambil oleh kedua-dua pihak untuk meneruskan urusan pinjaman. Tindakan moral ini dipengaruhi oleh adanya kompetensi moral, kekuatan dan kelemahan keinginan, dan tabiat kedua-dua pihak dalam urusan pinjaman wang. Kajian ini turut mencadangkan peranan kerajaan diperlukan untuk menyediakan program yang memudahkan dan menyokong pemberian pinjaman wang kepada peniaga kecil supaya mereka tidak bergantung kepada bank plecit.
