Abstract : Universiti Pendidikan Sultan Idris
Kajian ini bertujuan untuk membina indeks kelestarian bandar warisan di Malaysia. Reka bentuk kajian yang digunakan adalah kuantitatif dengan kaedah tinjauan lapangan menggunakan instrumen soal selidik. Sejumlah 10 buah bandar warisan dan 1000 responden telah dipilih dengan menggunakan kaedah persampelan berkelompok dan rawak mudah. Dapatan kajian dianalisis menggunakan tiga kaedah iaitu (i) analisis faktor, (ii) analisis deskriptif dan (iii) pengiraan indeks menggunakan nilai minimum dan nilai maksimum bagi setiap petunjuk sebagai petunjuk matlamat. Hasil analisis faktor telah berjaya membentuk satu set soal selidik dengan lima konstruk utama ((i) kemakmuran ekonomi, (ii) kesejahteraan sosial, (iii) kesejahteraan alam sekitar, (iv) warisan budaya, (v) peranan kerajaan dan komuniti), 14 sub konstruk dan 57 petunjuk kelestarian yang sesuai untuk digunakan bagi mengukur tahap kelestarian bandar warisan di Malaysia. Melalui soal selidik yang dibina, maklumat kelestarian bandar dapat dikumpulkan. Hasil data yang dikumpulkan dianalisis dengan analisis deskriptif dan pengiraan indeks telah berjaya mengenal pasti bandar warisan yang lestari iaitu bandaraya Melaka (0.85) dan Muar (0.75), sederhana lestari iaitu Kota Bharu (0.71), bandaraya George Town (0.68), Taiping (0.67), bandaraya Kuching (0.67), Jugra (0.63), Tampin (0.6) dan Kuala Lipis (058). Manakala, bandar warisan kurang lestari ialah Kuala Kubu Bharu (0.39). Akhir sekali, indeks purata keseluruhan bandar warisan di Malaysia ialah 0.65 iaitu secara rumusanya berada pada definisi yang sederhana lestari. Implikasi daripada kajian ini dapat memberikan gambaran awal tentang kelestarian bandar warisan yang terpilih di Malaysia. Penemuan ini boleh dijadikan panduan bagi usaha-usaha pemuliharaan bandar warisan di Malaysia pada masa akan datang. Selain membantu ke arah tercapainya matlamat ke-11 dalam Agenda Pembangunan Lestari 2030 dan akhirnya menyumbang kepada tercapainya hasrat kerajaan bagi mewujudkan bandar yang berdayahuni seiring dengan hasrat Rancangan Fizikal Negara Ke-4 (RFN 4).
