Quality education is highly dependent on the level of professionalism of teachers and the effectiveness of educational leadership. Most studies related to educational leadership focus on the Principals and Headmasters, rather than examining the overall leadership including middle leaders who are the backbone of educational leadership. A more comprehensive study among education leaders is needed to further improve the quality of education in Malaysia. This study aimed to obtain expert consensus on the construct of professional leadership competencies for middle leaders in matriculation colleges using the Fuzzy Delphi Method. An instrument containing a list of elements of professional leadership competencies was presented to a total of 30 experts from various fields and background. The findings of this study indicate that the expert panel agreed on the constructs and elements of professional leadership competencies proposed. The threshold values of all 13 elements tested met the condition of d?0.2, obtained expert agreement exceeding 75% with values ranging from 93% to 100%, and met the requirement of alpha cut values exceeding 0.5(?-cut?0.5) with values ranging from 0.886 to 0.940. The defuzzification process carried out through FDM has also rearranged all the elements based on the ranks agreed by the experts. This study also highlighted four new elements, namely leadership ability, data-based decision making, report writing ability and new knowledge skills in the context of professional leadership competencies involving mid-level education leaders. 2023 Penerbit Universiti Kebangsaan Malaysia.
