Abstract : Perpustakaan Tuanku Bainun
Pembangunan komuniti merupakan satu proses membangunkan komuniti memerlukan tindakan yang menyeluruh. Salah satu konsep yang diberi tumpuan ialah pembinaan keupayaan komuniti dengan pelbagai dimensi di dalamnya. Di Malaysia, kajian mengenai pembangunan komuniti apabila dikaitkan dengan komuniti Orang Kurang Upaya (KOKU) masih mempunyai banyak ruang untuk diterokai. Kajian secara khusus menjurus kepada konsep pembinaan keupayaan komuniti masih belum dikaji secara menyeluruh khususnya kepada Komuniti Orang Kurang Upaya Fizikal (KOKUF). Bagi KOKUF yang telah mendapat pendedahan melalui program kemahiran, pemilihan dimensi tertentu pembinaan keupayaan komuniti adalah penilaian terbaik untuk melihat sejauh manakah pembangunan komuniti telah berlaku dalam kalangan komuniti ini. Oleh itu dimensi yang sesuai dan tepat adalah penting agar kajian terhadap KOKUF mencapai maksud sebenar dalam menilai proses dan hasil pembinaan kapasiti komuniti. Lima dimensi utama diberi tumpuan dalam proses dan hasil pembinaan keupayaan KOKUF. Dimensi pertama adalah peluang pembelajaran dan pembangunan kemahiran yang meliputi pengenalpastian jurang ilmu serta penyediaan peluang untuk pembangunan kemahiran. Dimensi kedua adalah mobilisasi sumber merujuk kepada keupayaan KOKUF untuk mengenal pasti dan mengakses sumber dalaman dan luaran seperti ahli komuniti, pihak luar, masa, dana dan fasiliti untuk meningkatkan keupayaan KOKUF. Dimensi ketiga adalah perkongsian, hubungan, dan rangkaian yang menekankan interaksi KOKUF dengan sesama ahli komuniti dan pihak luar berdasarkan kerjasama, pengukuhan ikatan dan membina keyakinan untuk meningkatkan keupayaan KOKUF. Dimensi keempat adalah pendekatan berasaskan aset yang memfokuskan kepada pengetahuan, kemahiran dan bakat yang dimiliki oleh KOKUF dengan penilaian tentang bagaimana aset-aset ini memberi manfaat dan meningkatkan kehidupan KOKUF. Dimensi terakhir adalah perasaan komuniti yang menilai persepsi positif dalam kalangan ahli mengenai kepercayaan dan kerjasama, mencerminkan kesediaan mereka untuk bertindak bersama demi kesejahteraan komuniti.
