The purpose of this study is to measure and evaluate the level of physical fitness of the 16 years old rugby players in the elite rugby schools and the non-elite rugby schools in the State of Perak and to setup the standard criterion reference for the Physical Fitness Rugby Test for both schools. A total of 102 rugby players from the elite and non-elite schools in the state of Perak, has been chosen as samples. The measurement of the physical fitness levels were being acquired based on the Physical Fitness Test that comprised of the 30 meter Sprint Test, Sit-Up Test, Multi Stage Physical Fitness Test, 10 Meter Shuttle Run Test, and Body Mass Index Test. Independent t-test for the Physical Fitness Test showed t (100) = 3.932, p = .001 and there was significant difference in physical fitness level among players between the elite rugby schools (M=289.9, SD = 9.64) and non-elite rugby schools (M=281.6, SD = 11.52) in Perak. Besides, the Multi Stage Physical Fitness Test showed t (94) = 3.569, p = .001, there was also significant difference in cardiovascular fitness level between the elite rugby schools (M=7.048, SD = 1.872) and non-elite rugby schools (M=5.88, SD = 1.398). No significant difference was found in speed, muscle strength, agility and body mass index among the players between the elite rugby schools and non-elite rugby schools in Perak. Independent t-test for the 30 meter Sprint Test showed t (100) = 1.849, p = .067, there was no significant difference in speed between the elite rugby schools (M=4.85, SD = .336) and the non-elite rugby schools (M=4.98, SD = .396). Independent t-test for the Sit-Up Test showed t (100) = 1.364, p = .176, there was no significant difference in muscle strength between the elite rugby schools (M=23.480, SD = 2.900) and the non-elite rugby schools (M= 22.720, SD = 2.725). Independent t-test for the 10 Meter Shuttle Run Test showed t (86) = .672, p = .503, there was no significant difference in agility between the elite rugby schools (M=10.57, SD = .703) and the nonelite rugby schools (M=10.45, SD = 1.013). Independent t-test for the Body Mass Index Test showed t (100) = -1.784, p = .077, there was no significant difference in body mass index between the elite rugby schools (M=22.015, SD = 3.549) and the non-elite rugby schools (M=23.336, SD = 3.922).
