This study aims to identify the learning level of Form 2 students through Performance Assessment Instrument (PAI) model for cognitive, psychomotor and affective domains in badminton games based on Teaching Games for Understanding (TGfU) method. Also, this study compares the learning level between male and female students in overall. The effectiveness of PAI model is determined based on agreement questionnaires involving 18 Physical Education teachers of nine selected secondary schools in Hulu Selangor, Selangor. The study design is descriptive and pre-experimental—one time case study involves 448 Form 2 student samples in Hulu Selangor, Selangor. The content validity value of PAI model is r = .90 and the reliability value based on the percentage of inter-observer agreement is M = 86.57%. The findings show that the level of cognitive achievement through PAI model is M = 84.73%, SD = 7:40, psychomotor learning, the M = 77.14%, SD = 11.7 and affective learning, M = 76.70%, SD = 11.65. In overall, the percentage of students’ learning is 79.65% and a few students that achieve level 4 can master the strategies, tactics and organize values throughout the game. The study also found that there is no significant difference (p = 0.222) of mean achievement levels of students by gender. Data analysis shows that the average achievement of males (M = 82.24, SD = 9.12) is higher than the mean score of female students (M = 81.21, SD = 8.68). The level of teacher agreement on using PAI model is at an excellent value, which is 83.71%. The result shows that PAI model is suitable to be used as a standard instrument to evaluate the performance level of students in a holistic manner in line with the National Education Philosophy, which is to produce balanced individuals, physically, emotionally, spiritually and intellectually.
