The research aims to clarify the reality of the chaos of fatwas, and explain their forms, causes
and roots, with setting useful solutions and major remedies in providing a solution to
this phenomenon. The research has followed a descriptive and analytical approach, by accurately
describing the phenomenon, analyzing its reasons, and then presenting the solutions emerging
from the analysis citing the legal texts and the scholar’s opinion. The problem of research
is in the existence of this phenomenon and its spread and the multiplicity of its causes. The
research has reached conclusions on the chaos of fatwas topic that fatwas have been since
the dawn of Islam the most important mean for spreading and telling legal rulings, and the
role of fatwas in the development of contemporary societies politicaly, economically and
socially. The causes of the chaos of fatwas are many, including: issuing fatwas from those who are
not qualified, hasty fatwa, poor dealing with the difference of muftis, and many
developments and events. Among the most important remedies for this phenomenon are the muftis
assuming their responsibility in fatwa, and cooperating with official authorities in
spreading moderate fatwas, and for the state to oversee the fatwa process and to set legislation
regulating fatwa, and for the jurisprudence councils and the houses of fatwas to carry out
their duties in collective fatwas and to study jurisprudence developments. The experience
of the UAE in legal fatwas and the extent of its contribution to addressing the
chaos of fatwas was presented, and the research recommendations was about benefiting from
countries that have interest in the fatwa and its organizational processes, intensifying the
efforts of the jurisprudential councils in curbing the p enomenon of the chaos of fatwas, and
holding seminars concerned
with this aspect.
