Abstract : Universiti Pendidikan Sultan Idris
Kajian ini bertujuan menganalisis isu sosial yang mengesani hubungan Malaysia- Australia semasa pemerintahan Mahathir Mohamad antara 1981 hingga 2003. Isu sosial yang diberi tumpuan ialah pelarian, perundangan dan pendidikan. Kajian ini turut menilai setiap langkah yang diambil oleh kedua negara khususnya pemimpin Malaysia yang menerima kesan langsung daripada kemunculan isu tersebut. Kajian ini menggunakan metodologi Sejarah dengan pendekatan kualitatif. Kaedah sejarah meliputi empat peringkat iaitu heuristik atau pengumpulan bahan, kritikan sumber, pentafsiran sumber dan diakhiri dengan penulisan sejarah atau historiografi. Sesuai dengan pendekatan kualitatif, proses pengumpulan bahan banyak menggunakan kaedah penyelidikan kepustakaan atau kajian ke atas sumber bertulis yang terdiri daripada sumber primer dan sumber sekunder. Sumber primer terdiri daripada sumber arkib yang terdiri daripada surat rasmi, dokumen dan gambar. Sumber sekunder pula terdiri daripada buku, jurnal, sumber atas talian, tesis dan majalah semasa. Sumber yang diperolehi akan disahkan ketulenan dan kesahihannya melalui kritikan dalaman dan luaran. Seterusnya sumber tersebut dianalisis dan di tafsir bagi menghasilkan satu idea yang dapat menyokong pembuktian dalam tesis ini. Hasil pentafsiran sumber tersebut dipersembahkan dalam bentuk penulisan sejarah yang menggunakan kaedah deskriptif dan analytikal. Hasil kajian menunjukkan bahawa isu sosial yang timbul sepanjang pentadbiran Mahathir Mohamad iaitu pelarian, perundangan dan pendidikan memberi kesan besar kepada iklim hubungan antara Malaysia dengan Australia. Sifat kepemimpinan kedua negara amat mempengaruhi langkah penyelesaian isu tersebut. Kesimpulan daripada kajian menjelaskan tindakan Malaysia yang tidak bertolak ansur terhadap isu sosial yang mencetuskan ketegangan hubungan kedua negara adalah berkait rapat dengan kepentingan memelihara kedaulatan negara. Sebagai sebuah negara merdeka, hubungan luarnya mestilah tidak melewati batasan kedaulatan bagi memastikan maruah dan keunggulannya sentiasa terpelihara. Implikasi kajian ini menunjukkan perlunya satu mekanisma dibentuk bagi membolehkan para pemimpin dan rakyat negara ini memahami keperluan dalam memelihara kedaulatan negara berlandaskan kepada pengalaman sejarah.
