Abstract : Universiti Pendidikan Sultan Idris |
Kajian ini menilai kesesuaian wajaran indikator penaksiran Standard Kualiti
Pendidikan Malaysia (SKPM) dalam menentukan kecemerlangan sekolah menengah
kebangsaan luar bandar berdasarkan kepada persepsi guru-guru di sekolah. Kajian
berbentuk kuantitatif, menggunakan kaedah tinjauan bagi mengumpul data. Teori
Sistem Terbuka adalah menjadi sandaran utama dalam kajian ini. Kajian melibatkan
responden seramai 400 orang guru yang dipilih secara rawak daripada 7998 orang guru
yang sedang bertugas di sekolah berkenaan. Instrumen yang digunakan dalam kajian
ini diubahsuai daripada indikator penarafan SKPM dan empat dimensi faktor
kecemerlangan sekolah. Data dianalisis menggunakan perisian IBM SPSS Statistics 20.
Analisis deskriptif min menunjukkan tahap kecemerlangan sekolah pada dimensi
kepemimpinan, pengurusan organisasi, pengajaran dan pemudahcaraan, pengurusan
kurikulum, kokurikulum dan sukan serta hal ehwal murid adalah tinggi, manakala
dimensi kemenjadian murid pada tahap sederhana. Terdapat perbezaan yang ketara
antara wajaran penarafan yang diberikan oleh guru berbanding dengan wajaran
penarafan kecemerlangan yang ditetapkan oleh Kementerian Pendidikan Malaysia.
Dapatan kajian menunjukkan guru di sekolah luar bandar kurang setuju dengan
penilaian kemenjadian murid yang mengutamakan keputusan peperiksaan awam. Ujian
Kolerasi menunjukkan hubungan yang sangat kuat dan signifikan antara faktor
infrastruktur dengan tahap kecemerlangan sekolah. Ujian Regresi Linear pula
menunjukkan bahawa faktor infrastruktur merupakan penyumbang terbesar dengan
nilai beta = -0.782, diikuti Prasarana Sekolah dengan nilai beta = -0.106, Kualiti
Masyarakat dengan nilai beta = 0.092 dan Kewangan Sekolah dengan nilai beta = 0.022.
Untuk mendapatkan penaksiran kecemerlangan sekolah menengah luar bandar yang
lebih relevan, indikator penarafan kecemerlangan perlu diubahsuai, dengan mengambil
kira persekitaran sekolah, dan tahap kemenjadian murid dalam bidang akademik dinilai
berdasarkan pencapaian expected targeted result (ETR) daripada take-off value (TOV)
berbanding gred purata sekolah (GPS) dalam peperiksaan awam. Kemenjadian murid
harus dinilai secara holistik dengan mengambil kira kesemua aspek seperti intelek,
rohani, emosi, jasmani dan sosial seperti yang telah dinyatakan dalam Falsafah
Pendidikan Negara (FPN). Oleh itu, disarankan agar diwujudkan satu indikator
penilaian kecemerlangan sekolah yang berbeza berdasarkan kemampuan sebenar
sesebuah sekolah, supaya penarafan yang diberikan lebih praktikal untuk proses
penambahbaikan yang berterusan. |
