Abstract : Universiti Pendidikan Sultan Idris
Kajian ini bertujuan untuk membangunkan satu model kompetensi bagi pemimpin pertengahan kolej matrikulasi, Kementerian Pendidikan Malaysia. Objektif kajian ini memfokuskan kepada konstruk dan elemen model kompetensi yang diuji kebolehgunaannya. Pembangunan model ini menggunakan pendekatan reka bentuk dan pembangunan yang melibatkan tiga fasa utama iaitu, fasa analisis keperluan, fasa pembangunan dan fasa penilaian. Fasa pertama iaitu fasa analisis keperluan melibatkan temu bual terhadap enam orang pemimpin pertengahan di kolej matrikulasi bertujuan mengenal pasti keperluan membangunkan model. Fasa kedua menggunakan teknik Fuzzy Delphi Method (FDM). Seramai 30 orang pakar dilibatkan dalam FDM1 dan 30 orang pakar dalam FDM2 serta temu bual tiga orang pakar dijalankan bertujuan bagi memperoleh kesepakatan pakar terhadap konstruk dan elemen model. Seterusnya, fasa ketiga menggunakan kaedah soal selidik melibatkan seramai 159 orang responden bagi menilai kesepadanan model untuk pengesahan kebolehgunaan. Dapatan analisis keperluan dalam fasa pertama mengesahkan bahawa terdapat keperluan untuk membangunkan satu model khusus bagi kegunaan pemimpin pertengahan kolej matrikulasi. Seterusnya, dapatan kajian menggunakan panel pakar FDM1 dalam fasa pembangunan telah mengesahkan empat konstruk utama dalam model yang dibina dengan penambahan satu konstruk baharu. Dapatan temu bual tiga orang pakar telah menyusun semula lima konstruk kompetensi tersebut dan kesepakatan pakar FDM2 menyenaraikan 60 elemen untuk dimasukkan ke dalam model kompetensi POPPS. Analisis EFA dan CFA mendapati kesemua lima konstruk dengan hanya 45 elemen adalah sepadan dengan data di lapangan dalam fasa ketiga. Analisis model pengukuran struktural juga menunjukkan model mencapai indeks kesepadanan, dengan nilai RMSEA=0.071, CFI=0.912, TLI=0.907, dan Chisq/df=1.780. Kajian ini membangunkan model kompetensi pemimpin pertengahan iaitu, model POPSS yang meliputi konstruk kompetensi kepimpinan personal (P), organisasi (O), profesional (P), sosial (S) dan spiritual (S). Kajian ini memberikan implikasi yang signifikan kepada pemimpin pertengahan pendidikan di Malaysia khususnya pemimpin pertengahan di kolej matrikulasi dalam menjadikan model ini sebagai panduan bagi meningkatkan pencapaian kompetensi mereka untuk memimpin.
