Abstract : Universiti Pendidikan Sultan Idris |
Kajian ini bertujuan untuk menilai sikap British terhadap hubungan Brunei dengan
Malaysia pada tahun 1970 sehingga tahun 1984. Fokus kajian ini ialah analisis terhadap
sikap British dalam menangani krisis yang timbul antara Brunei dengan Malaysia.
Penyelidikan ini menggunakan kaedah sejarah dengan pendekatan kualitatif
berteraskan analisis dokumen. Sumber yang digunakan untuk penyelidikan ini ialah
sumber primer dan sumber sekunder. Sumber primer terdiri daripada dokumen yang
diperoleh daripada arkib United Kingdom seperti dokumen Foreign Office (FO),
Foreign and Commonwealth Office (FCO) dan dokumen dasar luar Malaysia yang
diperoleh daripada Arkib Negara Malaysia serta hansard palimen yang diperoleh di
perpustakaan Palimen Malaysia. Sumber sekunder pula terdiri daripada penulisan
ilmiah seperti buku dan artikel jurnal. Data daripada dokumen ini dianalisis bagi
menjawab permasalahan kajian yang dikemukakan dalam penyelidikan ini. Hasil kajian
ini menunjukkan terdapat dua faktor yang mempengaruhi sikap British terhadap
hubungan Brunei dengan Malaysia antara tahun 1970 hingga 1984. Faktor tersebut
ialah isu persempadanan kedua negara yang masih berlarutan dan sikap Malaysia
terhadap pemimpin Parti Rakyat Brunei. Kedua-dua isu ini menimbulkan suasana
tegang dalam hubungan Brunei – Malaysia. Ini mendorong British untuk terus
mengekalkan kedudukannya di Brunei selepas tahun 1970 atas kepentingan
keselamatan bekas tanah jajahannya itu. Implikasi kajian ini menunjukkan bahawa
pembentukan dasar luar negara era Perang Dingin adalah mengambil kira isu ancaman
keselamatan luar dan dalam negara khususnya terhadap keselamatan sosial dan politik.
Oleh itu penggubal dasar negara perlu berwaspada dengan persekitaran politik
antarabangsa terutamanya dalam penggubalan dasar luar agar negara tidak terjerat
dalam percaturan kuasa besar yang merugikan. |
