This study aims to examine empirically the effect of variables of education, training and skills, on the performance of the swallow bird industry in Tempe Lake located at South Sulawesi, Indonesia. The study also examines the mediating effect of motivation and moderation effect of government policy in explaining the relationship between the studied variables. The study uses mixed method approach whereby 184 respondents were chosen using random sampling. Meanwhile, a total five case study were conducted using purposive sampling method as part of the qualitative approach.
