The clusters of excellence in Malaysia: a case study of educational policy and practice

In the past two decades, nations worldwide have been involved in active education reform efforts. In East Asia, many of these efforts are aimed at increasing economic competitiveness by enhancing the quality of education. In doing so, education systems often look to comparative and international experience for guidance and inspiration. Since Vision 2020 was launched in Malaysia in the 1990s, education reform has been a key component in efforts to ensure that the nation stays competitive, and achieves the target of becoming a regional hub for high quality education and economic creativity by the year 2020. In 2006, the Malaysian government prepared an education 'blueprint' known as the Education Development Master Plan (EDMP) 2006-2010. One of the core strategies in the EDMP is to accelerate the improvement of educational institutions by forming clusters of excellence among schools so that they become models and benchmarks for others to learn from. Advancing the Orang Asli through Malaysia’s Clusters of excellence policy

Since gaining independence in 1957, the government of Malaysia has introduced various programmes to improve the quality of life of the Orang Asli (aboriginal people). The Ministry of Education, for example, is committed in providing education for all including the children of Orang Asli. However, whilst the number of Orang Asli children enrolled in primary and secondary schools has increased significantly over the last decade, the dropout rate among them is still high. This has been attributed to factors such as culture, school location, poverty, pedagogy and many more. The discussion in this article is drawn upon findings from fieldwork study at an Orang Asli village in Johor, Malaysia. This article discusses efforts in raising educational attainment of the Orang Asli through the implementation of the Clusters of Excellence Policy. This study aimed at testing the validity of the measurement model Teacher Leadership Practices. The measurement tools of the validity and reliability of the Teacher Leadership Practice consists of 53 items with seven domains i) Facilitating improvements in instruction and student learning, ii) Leadership attributes and skills, iii) Developing the organization through management and administration, iv) Fostering a collaborative culture to support educator development and student learning, v) Practicing professional learning for continuous improvement, vi) Enhancing collaboration with various stakeholders, vii) Making exemplary contribution towards becoming referral leader. The study involved 150 primary and secondary school teachers from several schools in the state of Perak and Selangor in Malaysia.
