The industrial revolution is now in great need of more skilful programmers with problem-solving skills. However, the learning process for programming is very challenging due to its complexity and limited educational application that covers both problem-solving and programming environments. This study aims to develop an introductory Integrated Development Environment (IDE) application (C-SOLVIS) and evaluate its usability. It integrates both environments for problem-solving and program development for the C language. The purpose is to guide the users in problem-solving and help in writing a C program. This study used a mix-method approach, in which qualitative methods were conducted during the requirement planning phase through a literature review supported by semi-structured interviews, document reviews, and content validation by seven expert programming lecturers.
