listening and speaking skills for preschoolers in Malaysia using the Design and
Development Research Approach (Richey & Klein, 2007). Based on the literature, this
kind of model has not yet been developed by other early childhood education
researchers in Malaysia. Therefore, the development of this model should be developed.
The study was conducted in three phases, namely the needs analysis, design and
development, and evaluation. The need analysis used the questionnaire to be distributed
to 100 Malaysian government preschool teachers. These findings concluded that there
was a need to develop a model of English listening and speaking skills teaching
strategies in preschools. The second phase was to design and develop a preschool
teaching strategy model using focus group interviews, Fuzzy Delphi Method (FDM),
